Welcome to cwf.world.

This website has been created to introduce the mission of Civilized World Foundation, publish the Manifesto to Make War Obsolete, develop the Global Constitution to Make War Obsolete, and invite people, leaders, partners and funders to support this work.

These Terms of Use explain the basic rules that apply when you visit the website, sign the Manifesto, subscribe to updates, contact us, make a donation or use other services offered through cwf.world.

We have written these Terms to be as clear and accessible as possible.

3. Acceptance of these Terms

By using cwf.world, you agree to these Terms of Use.

Specific activities may also be subject to additional terms. For example:

  • signing the Manifesto is also subject to our Privacy Policy;
  • donations may be subject to additional donation information;
  • merchandise purchases may be subject to separate shop, delivery and returns terms;
  • partnerships or grants will normally be governed by a separate written agreement.

Where specific terms apply, we will make them available before you complete the relevant action.

If you do not agree with these Terms, please do not use the interactive functions of the website.

4. The purpose of the website

Cwf.world is a public-interest platform intended to:

  • raise awareness of the systemic causes of war;
  • gather visible public support for making physical warfare obsolete;
  • publish and improve the proposed Global Constitution to Make War Obsolete;
  • support leaders who are willing to collaborate on systemic solutions;
  • engage ambassadors, experts, partners, donors and funders;
  • communicate the Foundation’s development, activities and progress.

The website is not affiliated with, and does not speak on behalf of, any government, international organisation, religious institution or public figure unless this is expressly stated.

5. The status of the Global Constitution

The Global Constitution to Make War Obsolete, or GCMWO, is currently a proposed framework under development.

Unless and until it has been formally adopted and ratified by states:

  • it is not an international treaty;
  • it does not create legally binding obligations for governments;
  • it does not replace existing national or international law;
  • it does not give Civilized World Foundation governmental or enforcement authority;
  • it should not be interpreted as official legal, diplomatic or governmental advice.

The Foundation may revise the proposed Constitution as a result of research, consultation, testing and lessons learned.

6. Signing the Manifesto

6.1 A public expression of support

Signing the Manifesto is a voluntary public expression of support for its principles and for the development of a global system that can make physical warfare obsolete.

Signing does not:

  • create a financial obligation;
  • make you a member of the Foundation;
  • appoint you as an official ambassador or representative;
  • authorise you to act on behalf of the Foundation;
  • create a diplomatic or legal obligation between you and any government;
  • guarantee that governments or leaders will adopt the GCMWO.

Your use of the website remains subject to these Terms.

6.2 Public and anonymous signatures

Before signing, you can choose how your signature will appear.

If you sign publicly, the website may display:

  • your name;
  • your country;
  • the date of signing; and
  • the time of signing.

If you sign anonymously, the website will display:

  • “Anonymous” instead of your name;
  • your country;
  • the date of signing; and
  • the time of signing.

Both public and anonymous signatures are included in the worldwide total and in the signature count for the selected country.

6.3 Genuine and accurate signatures

To protect the credibility of the Manifesto, you agree to:

  • provide accurate information;
  • sign only on your own behalf, unless you are legally authorised to represent an organisation or state;
  • select the correct country;
  • avoid creating duplicate or automated signatures;
  • avoid impersonating another person;
  • avoid using names or information intended to mislead, offend or manipulate the public registry.

We may verify, correct, anonymise, suspend or remove a signature where we reasonably believe it is false, duplicated, automated, unlawful, misleading or abusive.

We will not remove a genuine signature merely because we disagree with the signer’s lawful views.

6.4 Changing or removing your signature

You may ask us to:

  • correct your name or country;
  • replace your displayed name with “Anonymous”;
  • change an anonymous signature to a named signature, subject to verification;
  • remove your signature.

7. Newsletter and communications

Signing the Manifesto does not automatically subscribe you to the newsletter.

You will receive newsletters or campaign updates only when you have separately asked to receive them. You can unsubscribe at any time by using the unsubscribe link in an email.

Operational messages that are necessary to confirm or manage an action you requested—such as verifying a signature or confirming a donation—are not promotional newsletters.

8. Feedback, ideas and contributions

We welcome constructive feedback and invite people to tell us how they may be willing to contribute.

You remain the owner of original material you submit to us. By voluntarily submitting feedback, suggestions or ideas, you give Civilized World Foundation permission to review, discuss and use them for its mission and organisational development.

Unless we have agreed otherwise in writing:

  • unsolicited feedback is not treated as confidential;
  • submitting an idea does not create an employment, partnership or compensation obligation;
  • we may already be developing similar ideas independently;
  • we will not publicly attribute a contribution to you without permission.

Please do not submit confidential, classified or legally protected information through a general website form.

9. Donations

9.1 Voluntary contributions

Where donations are enabled, they are voluntary contributions supporting the mission and activities of Civilized World Foundation.

A donation is not a payment for goods or services and does not give a donor:

  • ownership of the Foundation;
  • voting or governance rights;
  • influence over appointments;
  • control over policy, research or publications;
  • preferential treatment in partnerships or procurement.

Donations will only be accepted through a page that clearly identifies the legal recipient and applicable payment conditions.

9.2 Use of donations

Unless a restriction has been expressly accepted by us in writing, donations may be used where they can most effectively support the Foundation’s mission.

Examples include:

  • establishing and governing the Foundation;
  • developing and testing the GCMWO;
  • maintaining the website and signature registry;
  • research and expert consultation;
  • public engagement and international outreach;
  • fundraising, administration, compliance and reporting.

A message included with a payment does not by itself create a legally binding restriction.

9.3 Restricted donations

We may accept a donation for a specific purpose through a written gift or grant agreement.

We may decline restrictions that:

  • fall outside our mission;
  • are unlawful or impracticable;
  • compromise our independence;
  • create disproportionate costs or risks;
  • seek to influence governance, appointments, research outcomes or procurement.

If an accepted purpose later becomes impossible, unlawful or no longer responsible to pursue, we will seek an appropriate alternative with the donor. Where no suitable alternative can be agreed, the remaining funds may be returned where reasonably possible and legally permitted.

9.4 Refusing or returning donations

We reserve the right to refuse, suspend or return a donation where this is reasonably necessary because of:

  • legal or regulatory requirements;
  • sanctions or anti-money-laundering concerns;
  • suspected fraud or unauthorised payment;
  • reputational or ethical concerns;
  • conditions that conflict with our mission or independence;
  • a technical or payment-processing error.

9.5 Tax treatment

We do not guarantee that a donation is tax-deductible in your country.

Any available tax status will be clearly stated on the donation page or receipt. Donors remain responsible for obtaining their own tax advice where necessary.

10. Donation refunds

Donations are normally final because the Foundation may begin using them for its mission after receipt.

However, please contact us promptly if:

  • you donated by mistake;
  • an incorrect amount was entered;
  • the payment was made without your authorisation;
  • a duplicate payment occurred;
  • another demonstrable payment error occurred.

Please contact [email protected] within 14 days of the transaction where possible.

We will consider each request fairly. Refunds remain subject to:

  • verification of the payment;
  • applicable law;
  • fraud-prevention requirements;
  • the rules of the payment provider;
  • whether the funds have already been irrevocably committed;
  • any payment-processing costs that cannot be recovered.

This voluntary refund policy does not limit any rights you may have under applicable law.

11. Merchandise and the shop

Where merchandise is offered, it may be manufactured, sold, processed or delivered by an external fulfilment partner.

Before completing an order, you will be informed of:

  • the identity of the seller;
  • the total price and applicable delivery costs;
  • expected delivery arrangements;
  • available payment methods;
  • cancellation, return and refund rights;
  • any relevant product or fulfilment conditions.

Separate shop terms displayed during checkout may apply to the purchase. If those shop terms conflict with these general Terms, the specific shop terms will govern the purchase concerned.

Nothing in these Terms limits mandatory consumer rights. EU consumer legislation regulates information and withdrawal rights for many distance purchases, subject to specific exceptions. (EUR-Lex)

12. Acceptable use

You may use cwf.world for lawful, respectful and genuine purposes.

You must not:

  • attempt to gain unauthorised access to the website, database or systems;
  • interfere with the website’s security or operation;
  • introduce malware, harmful code or automated attacks;
  • scrape or harvest personal information from the signature registry;
  • use bots to create signatures, messages or traffic;
  • impersonate another person, organisation or government;
  • submit knowingly false or misleading information;
  • use the website to threaten, harass or incite violence;
  • use Civilized World’s identity to suggest an unauthorised affiliation or endorsement;
  • circumvent technical, security, sanctions or fraud-prevention controls;
  • use website content in an unlawful or deliberately deceptive manner.

Reasonable indexing by legitimate search engines is permitted. Systematic extraction, republishing or commercial exploitation of signature data is not permitted without written authorisation.

13. Suspension and protection of the website

We may restrict or suspend access to interactive website functions where reasonably necessary to:

  • protect users or the Foundation;
  • investigate fraud or misuse;
  • prevent automated attacks;
  • comply with law;
  • maintain or repair the website;
  • protect the integrity of the Manifesto registry.

Where appropriate and reasonably possible, we will use proportionate measures and restore access once the relevant issue has been resolved.

14. Intellectual property

Unless otherwise stated, the website and its original content—including text, designs, visual identity, logos, graphics, reports and draft constitutional materials—are owned by or licensed to Civilized World Foundation.

  • share official social-media materials provided for that purpose.

You may not, without written permission

  • use our logo as your own;
  • imply an official partnership or endorsement;
  • sell products bearing our name or marks;
  • reproduce substantial website content for commercial purposes;
  • alter official materials in a way that falsely presents them as authentic;
  • register confusingly similar names, domains or social-media accounts.

15. External websites and services

Cwf.world may link to websites, payment services, social-media platforms, research sources or other services operated independently from Civilized World Foundation.

A link does not automatically mean that we endorse everything published or offered by that external party.

External services have their own terms and privacy practices. We are not responsible for their availability, security, content or independent processing of information.

16. Privacy and personal data

The processing of personal data through cwf.world is governed by our separate Privacy Policy.

That Policy explains, among other things:

  • which information we collect;
  • how Manifesto signatures are displayed;
  • how anonymous signing works;
  • which technical providers may process information on our behalf;
  • how long information is retained;
  • how you can exercise your privacy rights.

If these Terms and the Privacy Policy appear to conflict on a matter involving personal data, the Privacy Policy will apply to that matter.

17. Accuracy and availability

We take reasonable care to keep the website accurate, secure and available.

However:

  • content may be incomplete or under development;
  • research and statistics may change as new information becomes available;
  • draft policies and constitutional texts may be revised;
  • the website may occasionally be unavailable because of maintenance, technical issues or circumstances beyond our control.

Where factual information comes from another source, we aim to identify or link to that source.

Website content is provided for general information, awareness and public consultation.

It is not a substitute for:

  • legal advice;

19. Responsibility and liability

We aim to operate cwf.world responsibly. At the same time, no public website can guarantee uninterrupted availability or that every piece of information will always be complete, current or error-free.

To the extent permitted by law, Civilized World Foundation is not responsible for indirect or consequential loss resulting solely from:

  • temporary website unavailability;
  • reliance on general informational content;
  • unauthorised actions by independent third parties;
  • external websites or services;
  • circumstances reasonably beyond our control.

Nothing in these Terms excludes or limits liability that cannot lawfully be excluded or limited, including mandatory consumer protections.

20. Changes to the website and these Terms

We may update the website, its functions and these Terms as the Foundation develops.

Changes may be needed because of:

  • formal incorporation of the Foundation;
  • changes to website services;
  • new donation or shop functions;
  • lessons from public consultation;
  • security requirements;
  • changes in applicable law.

The current version will always be published on this page with its latest revision date.

Material changes will apply prospectively. Where appropriate, we will communicate significant changes through the website or by email.

21. Complaints and resolving disagreements

We want to resolve concerns fairly and constructively.

We will aim to acknowledge your message promptly and provide a substantive response within a reasonable period.

These Terms do not prevent consumers from using any complaint or legal remedy available under mandatory applicable law.

22. Governing law

These Terms are governed by the laws of the Netherlands.

Any dispute will be submitted to the competent court in the Netherlands, unless mandatory law gives you the right to bring proceedings elsewhere.

If you are a consumer living outside the Netherlands, this choice of law does not remove mandatory consumer protections that apply in your country of residence.

23. Severability

If a provision of these Terms is found to be invalid or unenforceable, the remaining provisions will continue to apply.

The invalid provision will, where possible, be interpreted or replaced in a way that most closely reflects its original purpose while remaining lawful.

24. Language

These Terms may be translated for accessibility.

Unless mandatory law requires otherwise, the English version is the authoritative version. We will aim to resolve any discrepancy between translations fairly and in accordance with the intended meaning.
